Your marketing strategy framework is a high level, overall plan that is connected to the entire brand and its objectives. Whereas marketing plans are much more focused, short-term initiatives set out to achieve a very specific goal. For example, a marketing plan can be something to promote a Thanksgiving sale, whereas your marketing strategy will identify the target demographic for this sale.
